The board meets regularly on the second Monday of each month at 7:00 p.m. in the high school conference room. In the event that large attendance is anticipated, the board may meet in the school library. Special meetings may be called when necessary. A written notice of regular and special meetings will be posted on the district website and the administrative office window at least 72 hours before the scheduled meeting time. The written notice will show the date, time, place, and subjects of each meeting. In emergencies, a meeting may be held with a two-hour notice.
All meetings are open to the public. In certain circumstances, Texas law permits the board to go into a closed session from which the public and others are excluded. Closed sessions may occur for such things as discussing prospective gifts or donations, real property acquisition, certain personnel matters including employee complaints, security matters, student discipline, or to consult with attorneys regarding pending litigation.
Public Comment Procedure
At each regular meeting of the Board of Trustees, the meeting agenda will provide an opportunity for Public Comment. Persons wishing to address the Board will be required to submit a “Public Comment Card” prior to the beginning of the meeting to the Board President or in the absence of the board president, the officer presiding over the meeting. Public comment cards must be completed stating the topic of the public comment. In order to ensure that everyone who comes to speak to the Board has the opportunity to do so, speakers should have their comments prepared because no presentation shall exceed three minutes. Delegations of more than five persons shall appoint one person to present their views before the Board. Upon invitation from the Board President, speakers are to stand, state their name and affiliation (when applicable) for the record, then make their comments directly to the Board President.
Due to the fact that a school board meeting is a meeting that is held in public and not a public participation meeting, the board is required to abide by the Texas Open Meeting Law. Members of the Board will not respond to Public Comments. Instead, issues may be recorded and may be referred to the proper staff person for follow-up. The President may interrupt or terminate an individual’s statement when it is too lengthy, addressing a personnel issue, personally directed, abusive, obscene, repetitive, or irrelevant. The Board of Trustees as a whole shall have the final decision in determining the appropriateness of all such rulings.
The Board will not hear complaints against personnel or any students in a public board meeting. Any complaint about the District, including instruction, discipline, district personnel, procedures, or curriculum should be referred through the proper administrative channels before it is presented to the Board for consideration and action. All complaints should be resolved through proper channels in the following order:
Teacher or Staff
Principal or Supervisor
Superintendent
Board of Trustees

Under the authority of Texas Government Code, Section 551.001, et seq., the Board, during the course of the meetings, covered by this notice, may enter into closed or executive session for any of the following reasons:
All final votes, actions, or decisions on any matter discussed in closed or executive session shall be taken or made in open session.
